Welfare Reform, Family Hardship, and Women of ColorWelfare reform has increased the hardships faced by many women leaving welfare for work. Their movement into low-wage jobs, or to no work, exposes them to higher levels of housing insecurity, homelessness, food insecurity, and hunger. Women of color, overrepresented on the welfare rolls, are especially vulnerable to the negative impacts of welfare reform.
